Our Customer located in Phoenix, AZ is looking for a Quality Assurance / Business Analyst Manager. This position is the enterprise wide interface (business partner/communicator/people person) to analyze departmental needs around software/systems, to bring these requirements back to IT and technically interpret them to the business analysts and quality analysts (technical interface and could act as an individual contributor so they need strong software test understanding/hands on skill), plan, design agile deliverable schedule, implement, test, deliver on time to budget. The QA / BA Manager oversees the business analysis and quality assurance testing process. Manages the team (employees and contractors) that performs requirements definition, analysis, design, construction and implementation of new – and modifications to existing – information systems to enhance and support business process automation; and QA testing on applications. Ensures effective integration of new and existing information systems. Resolves complex business issues, and recommends information systems technology solutions. Facilitates business process improvement by determining the most optimal application of people, process and technology. Possesses a wide breadth and depth of all business applications and applicable technologies. This role performs some hands-on Business Analysis and Quality Assurance tasks.
The Manager BA and QA oversees the IT enterprise business analysis and quality assurance areas.
This resource also, as an occasional individual contributor, develops, delivers and maintains quality information system solutions to support business processes, following all IT guidelines and architectures.
Balances clients’ business requirements and preferred technical architecture to provide effective information systems solutions.
Directs team to take reasonable risks to implement creative and innovative information systems solutions to a wide range of business and/or technical problems.
Provides leadership and strategy to team to provide client assistance and support for operation systems consistent with service level agreements.
Apply business, functional, or technical expertise to optimize business process and determine automation requirements. Ensures compliance with established standards, codes and regulations
With minimal direction, guide group to deliver quality results on time and within budget. Directs team to simplify or eliminates low value-added work processes to assist in the conversation of corporate resources. Effectively prioritizes own work and manages time spent based on priorities.
Leads BA/QA Team in the development of effective business cases using sound cost/benefit analysis.
For large or multiple projects, the manager will coordinate all phases of project planning and execution, including estimating resources and tasks, creating, managing and controlling project schedules and resources.
Understands, forecasts, monitors and reports on project expenses. Supports the development of project budgets
Leads project team assignments of large and complex scope requiring expert technical skills or good understanding of business functions. Acts to produce effective teams and actively supports team decisions. Coaches and trains team members.
Knows and understands client’s business environment, priorities and processes.
Performs product delivery and support while managing, negotiating, and meeting client’s expectations.
Interfaces Regular and reliable attendance is required.
Works in a standard office environment, with minimal travel

Education & Experience
Bachelor’s degree in related field or equivalent work experience
5 years IT management experience
5 years of experience in business systems analysis, systems quality assurance, and applications support
Experience managing teams involved in complex systems and business process efforts
Experience with process flow documentation
Health care experience.
A documented history of building and maintaining strong business relationships.
Collaboration skills; mentoring skills, proven history of managing small teams.
